The Real Bottleneck Is on Dry Land
People love to look at the horizon and obsess over blades spinning in the ocean. It makes for great campaign posters.
The real constraint to decarbonization has never been the turbines. It is the permission, permitting reform, and high-voltage direct current transmission lines required to move electrons from the coast to heavy industrial centers inland.
Building generation capacity without transmission capacity is like buying a Ferrari when you live on an island with no roads. You own an expensive piece of machinery that sits in the driveway doing nothing.
Governments are finally realizing that throwing subsidies at maritime generation while local zoning boards block onshore transmission lines is regulatory schizophrenia. Halting offshore projects that lack grid interconnects is capital allocation sanity.
The Downside of Pragmatism
Let us be completely transparent about the cost of this approach. Writing checks to make projects go away sends a chilling signal to capital markets.
When developers realize that contracts can be renegotiated or bought out when political winds shift, the perceived risk of doing business climbs. Higher risk means higher required returns for the next project down the line. Future power purchase agreements will carry a premium to insure against government intervention.
This is the price of shifting from unbridled subsidy-chasing to harsh fiscal reality. Clean energy transition advocates hate this because it introduces friction. Traditional energy analysts love it because it introduces discipline.
Stop Asking the Wrong Questions
If you are asking how we can force developers to build these projects anyway, you are part of the problem.
The better question is why we ever expected private balance sheets to absorb the systemic risk of maritime civil engineering during an inflationary cycle without massive public backstops.
The $1.2 billion settlement is a cheap lesson. It teaches us that sunk costs are irrelevant, contractual exits are necessary, and pretending an unviable project will fix itself because it has a green label is bad business.
